City of Chicago Announces Conclusion of Scooter Pilot Program

Four Month Pilot Ends on October 15; City is Evaluating Program to Determine Next Steps

The Chicago Department of Business Affairs and Consumer Protection (BACP) and Department of Transportation (CDOT) today announced the scheduled conclusion of the City’s electric scooter pilot program. Designed to test the viability of scooters as a transportation option, the four-month program has allowed for 2,500 scooters from 10 vendors in a designated pilot zone west of downtown. The City is now undertaking a wide-ranging and holistic evaluation to determine the future of scooters in Chicago.

“The pilot was designed to see if scooters can help reduce single-occupancy vehicle use and provide first- and last-mile solutions to support public transit, particularly in areas with fewer transportation options” said Rosa Escareno, BACP Commissioner. “I want to thank Chicago’s residents for participating in this pilot. We have learned a great deal over the past four months and will now use community input and the data to evaluate scooters and determine if and how they can play a role as part of our transportation landscape.”

The evaluation of the pilot program will take into account a number of factors, including comprehensive ridership data, feedback from the community, particularly individuals with disabilities, injury reports, complaints, enforcement action and survey results. The survey, which can be found on www.chicago.gov/scooters and will be open until October 27, is designed for riders and non-riders as an opportunity to provide feedback on the program.

“We want to hear from all Chicagoans that were impacted by the pilot program,” said Kevin O’Malley, CDOT Managing Deputy Commissioner. “The survey will help us understand important details about the program, including how and why trips occurred, the impact of scooters parked on the sidewalk and feedback about specific companies.”

As of October 6, 772,450 reported scooter rides have taken place in the pilot program. Through the evaluation, the City will use survey results and detailed trip data to determine the transportation modes that were replaced by scooter rides, the purpose of these trips, where and when trips occurred and the utility of these rides in expanding the City’s transportation network.

Companies are expected to collect all of their scooters following the conclusion of the pilot program on October 15. Please call 311 or reach out to the company directly to collect any scooter that is on the street following the conclusion of the pilot. The City will be impounding scooters that are not collected in a timely manner.

The pilot program was designed to promote safety and minimize inconvenience while testing scooters as a mobility choice. Vendors have been required to remove devices from the public way every evening, ensuring that scooters are not available during the times when accidents are most likely to occur. Companies have also been obligated to “rebalance” 50 percent of scooters each morning into two designated priority areas, with the goal of ensuring scooter availability in all community types throughout the pilot zone.
