West Cannabis District

The West Cannabis District, as defined in the Cannabis Zoning Ordinance of Chicago, is generally bounded by Division Street on the north, the Kennedy Expressway on the east, the Stevenson Expressway on the south, and the city limits on the west.

Existing Operations

Prior to 2020, the district had one medical cannabis dispensary. The business filed notice with the City to begin sales of recreational cannabis for adult use on Jan. 1, 2020:

Six businesses participating in the November 2019 Cannabis Lottery selected the West District to pursue a cannabis business. Per state law, the only businesses eligible to enter the lottery were those who had an exisiting medical license from the state of Illinois that allowed them to open a second location in the Chicago region.

The six businesses that chose to pursue a location in the West District include:

  • Natures Care Company
  • Dispensary 33
  • The Herbal Care Center
  • 3C Compassionate Care - Naperville
  • Numed Chicago
  • Windy City Cannabis - Posen

According to the Cannabis Zoning Ordinance, each company wishing to open a cannabis business must obtain a zoning opinion letter from the Department of Planning and Development (DPD), apply for a special use from the Zoning Board of Appeals (ZBA), host a community meeting prior to their ZBA hearing, and be approved for a special use by the ZBA prior to opening.

Information on each of the potential new cannabis businesses will be posted on this page as they move through that process. The selected businesses may take steps to obtain a special use permit in multiple locations, however, they will only be permitted one special use per state cannabis license. Additionally, while an applicant may take steps to open a cannabis business, if they do not obtain a special use within one year of the lottery, they will forfeit their right to open in the West District.
