 City of Chicago Chief Data Officer Job Description

Characteristics of the Class

The City of Chicago’s Chief Data Officer (CDO), under the direction of the Chief Information Officer (CIO) and Commissioner of the Department of Innovation & Technology (DoIT), is responsible for managing all aspects of the city’s data efforts, which include its open data and advanced analytics programs, as well as database administration, business intelligence and data warehousing.

Through managing these core areas and the associated teams, with limited direction, the CDO will facilitate the sharing of information between the city and the public as well as between city departments, and will coordinate initiatives that improve city decision-making and outcomes through the use of data.

Job Duties


Works with the CIO and Chief Technology Officer to:

  • Continue work to standardize and promote the use of data and analytics in support of City strategies and goals,
  • Govern and create a culture that manages data as an enterprise asset,
  • Set citywide data management and analytics strategy and architecture, and prioritize initiatives.

 Chicago Data Portal

  • Manage the City data portal (data.cityofchicago.org) to ensure data remains up-to-date, new data are added to the portal and are, accurate, available, and accessible.
  • Work with the chief procurement officer to develop contract provisions to promote open data policies in technology-related procurements.  These provisions shall promote the City’s open data policies, including, where appropriate, requirements to post data on data.cityofchicago.org or to make data available through other means.
  • Collaborate and/or advise external parties – i.e., organizations, civic data groups, and residents – around projects that further the city’s data goals or inquiries that promote the advancement of open data use 

Data Science

  • Manage complex engagements and interface with senior management from city departments to deliver data science projects that provide improvements to city efficiency, improve the quality of life, and provide data-driven city services. Responsibilities include management of data collection, data mining, cross-channel data integration, predictive analytics, reporting, dashboards, and data visualization.
  • Lead strategic projects to develop future strategies to help address constantly evolving and growing number of opportunities to use data science within the city to improve services.
  • Collaborate and develop relationships with external parties, such as academic researchers, pro bono consultants, and university students to help develop new projects.

Business Intelligence

  • Management of efforts to deliver data as a ‘product’ through BI and analytic capabilities for the City, including SAP Business Objects, Power BI, and Tableau.  This includes understanding how to elicit requirements from the City to develop and deliver the BI dashboard strategy, including strategic, tactical, and operational dashboards, subject area analysis, and support of performance management methodologies
  • Support cross-departmental initiatives to improve key performance indicators, offering suggestions as to how information can be used more effectively to track and improve business performance
  • Develop the city's WindyGrid/OpenGrid platform, leading development of the project to provide real-time situational awareness to city departments and the public.

Database Administration

  • Operates across organizational and computing "silos" to drive common approaches and expose information assets and processes across the enterprise.
  • Work with architecture, database administrators, leadership, and city departments to evaluate and select appropriate database technologies and platforms.
  • Oversee existing databases, including backups, disaster recovery planning, license management, and regular maintenance of Postgres, Oracle, Microsoft SQL, and MongoDB databases.

Job Requirements


A bachelor's or master's degree in data science, computer science, information science, mathematics, economics, or related field, or equivalent work experience. Academic qualification or professional training and experience in legal and regulatory areas are also desirable.

Knowledge, Skills, & Experience

  • At least five years of management experience leading data science, data engineering, technical, or operational teams
  • Information strategy experience; experience in strategic technology planning and execution, and policy development and maintenance.
  • Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions.
  • Analytical skills: outstanding analytical and problem-solving abilities.
  • Proven data literacy — the ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT and quant stakeholders.
  • Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists.
  • Excellent business acumen and interpersonal skills; able to work across business lines at senior levels to influence and effect change to achieve common goals.
  • Familiarity with federal, state, or local government operations helpful
