The Office of Inspector General (OIG) hires positions directly, not through the Department of Human Resources. This was established under a court order in the federal case Shakman v. City of Chicago, which states: "Hiring Procedures are intended to provide the Office of the Inspector General with a method of hiring employees that maximizes the independence of the Inspector General's Office and helps to ensure that its employees are nonpartisan and free from conflicts of interest."
