Casa Durango 2008-12 S. Ashland Ave

The City of Chicago Department of Housing (DOH) proposes to provide construction financing to The Resurrection Project (TRP) for the development of a new three-story residential building with 16 affordable rental units, parking, and amenities at 2008-12 S. Ashland Ave. The undertaking will be funded, in part, by U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnership Program (HOME) grant funds through the DOH Multifamily Loan Program.  Since the undertaking involves a federal grant program, HUD requires federal environmental review, including review requirements for historic resources.

In accordance with 24 CFR Part 58, the City of Chicago Department of Department of Assets, Information, and Services (AIS) has received HUD delegated authority to provide environmental review responsibilities under the National Environmental Policy Act. AIS is the Responsible Entity for the environmental review of the proposed undertaking and is acting as the Agency Official with respect to Section 106 of the National Historic Preservation Act.

The proposed undertaking is located in the Pilsen Historic District and the building at 2012 S. Ashland Ave. is identified as a contributing structure to the district.  On March 12, 2021, the Illinois State Historic Preservation Office (SHPO) determined that the proposed demolition of the subject building and associated structures would constitute an adverse effect to historic resources.
