Community-Based Operator - Portage Park Senior Satellite Center RFP

The Department Family and Support Services (DFSS) is seeking interested and eligible organizations to operate the City of Chicago’s Portage Park senior satellite center, located at 4100 N. Long St. Chicago, IL.

DFSS Senior Centers are age-friendly community hubs that recognize the value of older adults and are in a unique position to mobilize the interests, skills, talents, and experience of this important human resource and connect seniors to social, recreational, economic, and educational resources that enhance the quality of their lives. At their core, they serve as a vibrant social community, a place for friendship, and a remedy for loneliness or isolation. DFSS Senior Satellite Centers provide opportunities for older adults to access a range of activities and services to improve their health, well-being, independence, and obtain information including linkage to departmental and other community resources.

DFSS is currently seeking Respondents from non-profit, for-profit, faith based, and public agencies to provide onsite management, oversight and coordination of programmatic offerings at DFSS’ Portage Park Senior Satellite Centers. DFSS staff at the existing satellite centers will be redeployed within DFSS.

Successful applicants must fulfill the following programmatic responsibilities outlined below:

  • Manage the day-to-day operations of the Satellite Center.
  • Hire and retain personnel and provide opportunities to develop local leaders/volunteers to support the center and the community;
  • Respond to the needs and interests of a diverse population of older adults from different cultural, generational and socioeconomic backgrounds, and with increasingly complex social and physical needs;
  • Employ strategies to increase participation from older adults who do not regularly attend senior centers, including those whose language and culture may present a challenge to participation;
  • Build upon neighborhood strengths and community assets including supporting DFSS’ development of Village Interdependent Collaboratives (VICs) to identify, bring resources to and reintegrate isolated seniors back into their communities thereby reducing their risk and creating an infrastructure of community partners to build a safety net around older residents who are aging in place;
  • Develop partnerships that leverage and fully utilize existing resources, and which are supported by diverse and sustainable funding streams as approved by DFSS; and
  • Coordinate and encourage participation in evidence-based programs.

A note about the City’s new eProcurement System:

Registration in iSupplier is the first step to ensuring your agency’s ability to conduct business with the City of Chicago and DFSS. Please allow five to seven days for your registration to be processed.

The Department of Procurement Services (DPS) manages the iSupplier registration process. All delegate agencies are required to register in the iSupplier portal at www.cityofchicago.org/eProcurement. All vendors must have a Federal Employer Identification Number (FEIN) and an IRS W9 for registration and confirmation of vendor business information.

New Vendors – Must register at www.cityofchicago.org/eProcurement

Existing Vendors – Must request an iSupplier invitation via email.  Include your Complete Company Name and City of Chicago Vendor/Supplier Number (found on the front page of your contract) in your email to eprocsupport@cityofchicago.org .You will then receive a response from DPS so you can complete the registration process.

Proposals must be submitted via on-line application.

E-mailed or faxed proposals will not be accepted.

A Pre-Proposal Webinar will be held on August 22, 2019 from 10:00 a.m. – 12:00 noon.

The purpose of the pre-submittal event is to clarify the RFP process and the scope of the required services. Attendance is not mandatory, but it is strongly suggested that interested applicants attend.
