Department Of Family And Support Services, Grandparents And Older Relatives Raising Children (GORRC) RFP

The City of Chicago’s Department of Family and Support Services, Senior Services Division is releasing its Grandparents or Older Relatives Raising Children Services (GORRC) Program. The GORRC is designed to help educate and support grandparents or older relatives so that they can provide the best care for their families. DFSS is seeking proposals from qualified social service agencies to provide counseling, support groups, and gap filling services to individuals age 55 and older with primary responsibility for raising their minor grandchildren or other relative minors (nieces, nephews, siblings, cousins, great-grandchildren) or individuals of any age that have disabilities. The selected Respondent(s) will provide or coordinate services through a variety of programs for those in that role. Funded by Title III-E of the Older Americans Act, DFSS’s GORRC Program includes:

  • Assistance in gaining access to services, individual counseling, support groups and caregiver training;
  • Supplemental services, commonly called gap-filling services, which include goods/services that complement the care provided by the older relative(s) when all other resources for such goods/services have been exhausted (i.e., clothing, uniforms, school supplies)

A note about the City’s new eProcurement System:

Registration in iSupplier is the first step to ensuring your agency’s ability to conduct business with the City of Chicago and DFSS. Please allow five to seven days for your registration to be processed.

The Department of Procurement Services (DPS) manages the iSupplier registration process. All delegate agencies are required to register in the iSupplier portal at www.chicago.gov/eProcurement. All vendors must have a Federal Employer Identification Number (FEIN) and an IRS W9 for registration and confirmation of vendor business information.

New Vendors – Must register at www.chicago.gov/eProcurement

Existing Vendors – Must request an iSupplier invitation via email.  Include your Complete Company Name and City of Chicago Vendor/Supplier Number (found on the front page of your contract) in your email to eprocsupport@cityofchicago.org .You will then receive a response from DPS so you can complete the registration process.

RFP DUE DATE/SUBMISSION LOCATION:

August 6, 2019

12:00, NOON CST

Proposals must be submitted via on-line application.

E-mailed or faxed proposals will not be accepted.

 

PRE-SUBMITTAL CONFERENCE:

A Pre-Proposal Webinar will be held on July 19, 2019 from 10:00 a.m. – 12:00 noon.

Please register prior to the Webinar’s start using the link found in the RFP and above. A link to the completed Webinar will be available on-line after the time and date listed above for those who cannot attend at the live scheduled time.

The purpose of the pre-submittal event is to clarify the RFP process and the scope of the required services. Attendance is not mandatory, but it is strongly suggested that interested applicants attend.
