Chicago Resiliency Fund 2.0 Outreach and Recruitment RFP

 

As part of Mayor Lightfoot’s Chicago Recovery Plan to drive an equitable economic recovery, the City of Chicago has approved $14.68M to provide one-time, $500 relief payments to up to 25,500 low-income residents who have been negatively impacted by COVID-19 but faced barriers to qualifying for other financial relief. The purpose of the Resiliency Fund 2.0 is to reach previously excluded residents and Domestic Workers.

 

The Department of Family and Support Services (“DFSS”) seeks proposals from agencies who can work in coordination with the Program Administrator to fulfill the outreach and recruitment function for the Fund. The Outreach and Recruitment agencies must demonstrate an ability to fulfill targeted outreach and recruitment for a specific focus group (please see focus population section below). The ideal Respondent will have the resources and experience needed to design, manage, and execute a wide-reaching outreach campaign that prioritizes one or several of the focus populations described in the RFP. Agencies may apply to the Outreach and Recruitment RFP for one or more focus populations. The Respondent will also coordinate with a Program Administrator to ensure a smooth handoff and transition into the application process.  

 

A separate RFP (“The Chicago Resiliency Fund 2.0: Program Administrator Re-Release, RFQ 8657) has been released soliciting proposals from an agency that will implement the following overall components: 1) manage and coordinate the end-to-end application experience, including coordination with  outreach agencies and other stakeholders; 2) enrollment and selection technology platforms; 3) centralized outreach planning and coordination;4) application verification and selection; and 5) payment distribution and management. Respondents may sub-contract to fulfill the program requirements.  

 

The term of contract(s) executed under this RFP will be from May 23, 2022 - December 31, 2023.

A note about the City’s eProcurement System:

Current contractors need only to start an application via their existing iSupplier/eProcurement account. 

 

All vendors must have a Federal Employer Identification Number (FEIN) and an IRS W9 for registration and confirmation of vendor business information.
