Missing Middle Infill Housing
Deadline extended for Missing Middle applications until May 30, 2025!
The Department of Planning and Development has extended the submission deadline for Missing Middle Infill Housing Applications until 11:59 p.m. on May 30th, 2025. Applicants who have already submitted a Missing Middle application via Chi Block Builder can elect to edit their application by the May 30th deadline. DPD has also posted an addendum with additional updates.
The Missing Middle Housing Initiative is a neighborhood repopulation strategy that leverages City land and financing for contemporary home construction on behalf of market rate buyers.
The pilot program includes approximately 40 North Lawndale lots being readied for 100+ units of Missing Middle housing and an additional 54 lots available for redevelopment in Chatham, South Chicago and Morgan Park. Lots are sold to qualified housing developers in clusters, with completed homes to be made available at market rates for owner-occupants. To facilitate development, each lot is priced at $1 with up to $150,000 in construction assistance available per unit through Mayor Brandon Johnson's Housing and Economic Development bond.

The Missing Middle program guide for Chatham, South Chicago and Morgan Park provides property details, application criteria and scoring, environmental information, demographic data, recent City investments and other information to facilitate the acquisition and development of available lots.

Developers interested in submitting Missing Middle proposals for the 11 clusters of available lots in Chatham, South Chicago and Morgan Park must attend at least one informational webinar prior to submitting applications.

Prospective Missing Middle developers must submit applications via ChiBlockBuilder, the City of Chicago’s land sale portal. The portal features an online map with details about environmental clearances, zoning, sizes and market values.
Submissions are due by 11:59 p.m. Friday, May 16th, 2025.
