Pilot Evaluation

The Inclusive Economy Lab

The Inclusive Economy Lab at the University of Chicago will be conducting a research study exploring the impact of this pilot on recipients’ financial and overall well-being, and to generate lessons for other policymakers and programs. Participation in the research study will be optional and not a requirement to receive funds.

Pilot Design

The Harvard Kennedy School Government Performance Lab

The Harvard Kennedy School Government Performance Lab is providing technical support around the implementation and design of the pilot. They are leveraging their deep expertise from the Chelsea Eats program in Massachusetts— a large-scale debit card program providing 2,000 households with $200 - $400 per month to help buy groceries and baby products.

GiveDirectly

GiveDirectly is the program administrator for the pilot. GiveDirectly is a nonprofit with expertise in administering cash transfer programs around the world. They are leveraging technology from AidKit, a platform built to support dignified, efficient, and secure direct cash and guaranteed income programs at scale

YWCA Metropolitan Chicago

YWCA is leading community outreach for the pilot to ensure it reaches Chicagoans in need. YWCA is a trusted provider of family, early childhood, sexual violence, and economic empowerment services in the Chicago region.

Center for Changing Lives partners with participants to uncover possibilities, overcome barriers, and realize their potential. Our work includes financial and employment coaching, training and skill enhancement opportunities, and advocacy and organizing.

Phalanx Family Services assists economically disadvantaged youth and families in the pursuit of self-sufficiency through employment-centered programs, mentoring, advocacy, and workforce development solutions.

Spanish Coalition for Housing

Spanish Coalition for Housing (SCH) is the Chicago region’s largest bilingual nonprofit HUD Certified Housing Counseling Organization, and for 50 years has served the affordable housing and financial health needs of thousands of households annually through education, counseling and community engagement.

United African Organization is a dynamic coalition of African community-based organizations that promotes social and economic justice, civic participation, and empowerment of African immigrants and refugees in Illinois.

Advisory Group

The City of Chicago convened an Advisory Group in early 2022 to advise on the design and implementation of the pilot. The Advisory Group is comprised of 37 community advocates, policy experts, alderpeople, and people who have experienced poverty.

The Advisory Group is working with DFSS and the Mayor’s Office to ensure the program is equitably and intentionally designed and implemented to meet the needs of participating households.
