The Office of Immigrant, Migrant, and Refugee Rights (IMRR) is part of the City of Chicago’s commitment to inclusion, equity, and justice. We work to ensure that all residents—regardless of their immigration status—can have access to city services, protections, and feel a sense of belonging.

We serve as a bridge between communities and city government—helping individuals and families connect to programs, understand their rights, and thrive in Chicago.

Our Mission 

To ensure that all immigrants and refugees in Chicago have equal access to city services, legal protections, and opportunities to thrive—regardless of their country of origin, language, or time in the U.S.

Community Councils and Partners

Our work is guided by the voices, needs, and leadership of the communities we serve. We collaborate with the following bodies:

  • New Americans Advisory Council – Community representatives advising on immigrant and refugee issues
  • African Diaspora Engagement Council – Strengthening outreach, cultural recognition, and policy response
  • Chicago Is With You Taskforce – Cross-sector collaboration to ensure protection and inclusion
  • Mayors Migration Council (MMC) – Global partnership advancing inclusive local policies
  • Cities for Citizenship (CC4C) – Promoting naturalization and civic inclusion
  • Cities for Action (C4A) – Advocating for inclusive federal immigration reform
  • Welcoming America – National movement and resource hub for inclusive communities
