The HBPP Income-Based Application closed on Thursday, May 4th at 11pm CST. All pending applications submitted on or prior to May 4 will be reviewed and applicants will be notified of the status of their application.



Available Devices:

Anyone who meets the eligibility criteria below may receive:

  • 1 Wireless outdoor security camera
  • 1 Wireless, outdoor solar powered security floodlight

*Please note that the cameras require access to wi-fi in order to function properly. If you don’t have access to internet service, you can apply for the Affordable Connectivity Program (ACP).



Eligibility Criteria

To be eligible for security devices through the HBPP Income-Based Application, the following requirements must be met:

  • The applicant must show documentation proving that they reside in the City of Chicago. (State ID is not required to prove Chicago residence. See other options available to establish proof that you live in Chicago.)
  • The applicant must provide Social Security Number(SSN), Individual Taxpayer Identification Number (ITIN), or other form of identification
  • The applicant must meet the income qualification, which is 300 percent of the federal poverty level, and provide supporting documentation. When calculating income, you must include any income from all persons living in the household received in the last 30 days. Please see the income qualifications for the size of your household below.


Recipients of SNAP, Medicare, and Medicaid are eligible. Current Utility Bill Relief and Clear Path Relief participants automatically qualify for the HBPP Income-based Application

Community Distribution Sites

Once your application is approved, you can pick up your security devices at a designated community distribution site. Please note that the approval email AND a form of ID (such as those listed when applying) will be required in order to receive the security devices.



Optional Camera Registration with CPD

Applicants who are interested in aiding the Chicago Police Department (CPD) during criminal investigations have the option to register their camera system at chicagopolice.org/cameraregistration.

Registration of the camera system location with CPD is NOT required to obtain devices through the City's Home and Business Protection Program.

For residents who decide to register their cameras, CPD will not have direct access to the camera system and cannot access camera footage without consent. By registering, residents simply allow CPD to request camera footage in the event of a crime. Residents reserve the right to refuse access to camera footage at all times.

Most recent paycheck stubs including Social Security Income (SSI), Temporary Assistance for Needy Families (TABF), Aid to the Aged, Blind and Disabled (AABD) statement, unemployment, Veterans Affairs (VA) benefits, Railroad Retirement Act (RRA), pension payments, child support, rental income, and cash earned/gifted are all considered forms of income and need to be included in the gross monthly income amount.

The following documents will be accepted to establish proof of residency: Illinois Driver’s License/State ID, library card, postmarked letter, utility bill, vehicle registration, vehicle insurance, voter registration, rent receipt/lease, school or employment document, court document, City Key Card, tax, bank, or insurance document, Post Office change of address confirmation, Consular ID (matricula consular), membership ID card – Union, YMCA, store club card, fitness center, community or neighborhood association, apartment building associations, letter or document from a faith-based organization, shelter, non-profit institution with the name/address of issuing organization.

Applicants that have previously been approved for a rebate are not eligible to apply based on income. The application will be considered inadmissible and will not be processed.

Yes, if your HBPP rebate application was denied you are eligible to apply based on income as long as you meet the HBPP Income-based application criteria.

Only City of Chicago residents qualify for this program. Applicants must reside at the address where the application is being submitted to be eligible.

Only homeowners whose primary residence is in the City of Chicago qualify for this program.

Device pick-up turnaround times are dependent upon the application submission process and the associated requirements. Pick-up information is emailed to each recipient after each application is processed and must be picked up within two weeks

Once an application is approved, applicants receive an approval email that will direct them to a community distribution site. An approval email and a form of ID (such as those listed when applying) are required to verify identity when picking up devices. All recipients of devices must acknowledge receipt by providing the required information such as name, date, and serial number to the staff member at your location.

Items cannot be guaranteed past two weeks.

Through the HBPP Income-Based Application Chicagoans may receive a Cync 2k Outdoor Smart Camera and/or the Cooper Halo Twin Head solar powered motion sensing light fixture. One (1) 128 GB Micro SD card will be included with the camera, which allows for storage of video footage. Eligible applicants are limited to one of each device, per address and household. Multiple applications per household for the same type of device will be rejected.

Only one application per household/address is eligible for this program. Multiple applications for the same address will be considered inadmissible and will not be processed.

The cameras being distributed require access to Wi-Fi to function properly. We recommend residents that do not have access to internet service apply for the Affordable Connectivity Program (ACP). The ACP is a Federal Communications Commission (FCC) benefit program that helps ensure that households can afford the broadband they need for work, school, healthcare and more.

The City of Chicago does not provide installation services currently.

No, CPD will not have access to any of the devices that you obtain through the City’s Home and Business Protection Program.

No, registering the camera system with the Chicago Police Department is optional. However, we encourage sharing the location of security cameras to assist in criminal investigations by visiting chicagopolice.org/cameraregistration.

The contact information you provide may be accessed by the Chicago Police Department when investigating a crime in the vicinity of where your camera system is located. Chicago Police Department Detectives may contact you to request a copy of any video captured by your camera system. The camera system is your property, and you have the right to refuse any requests. By law, your information cannot be shared publicly.

  • CPD will not have direct access to your camera system.
  • CPD cannot access camera footage without your consent.
  • There is no requirement to provide footage to CPD at any time.
