The HBPP Rebate Application closed on Sunday, April 2 at 11:00 pm CST. All pending applications submitted on or prior to April 2 will be processed and eligible applicants will receive reimbursement.



Reimbursement

Anyone who meets the eligibility criteria below may receive reimbursement for:

  • up to $450 (cost of device and tax only) for outdoor security cameras 
    • one year subscription costs for cloud-based video storage systems for a maximum of $150 per annual subscription
  • up to $200 (cost of device and tax only) for outdoor, motion sensing light fixtures
  • up to $50 per vehicle GPS tracking device (cost of device and tax only) for a maximum of 2 devices, for a $100 total reimbursement
    • one year of subscription costs for GPS tracking applications as require for use by the vehicle GPS tracking device manufacturer, up to $120


Eligibility Criteria

  1. The applicant must be an owner or tenant of a residential property*, business, religious institution, or nonprofit organization within the City of Chicago OR own or lease a vehicle registered to a primary address within the City of Chicago.
  2. The applicant must provide documentation that verifies proof of purchase, showing a date of purchase on or after 6/6/2022.
  3. The applicant must install the device(s) and provide a photo showing the installed device(s). 

*State ID is not required to prove Chicago residence. See other options available to establish proof that you live in Chicago.

Private Security Camera
System Criteria

Those seeking rebate for the purchase of private security cameras must also attest that the cameras purchased:

  • are located on the exterior of the building 
  • are weatherproof and outdoor rated;
  • operate with high definition video;
  • include night vision capability;
  • store footage for a minimum of 72 hours either locally or provide cloud-based storage.

Lighting Criteria

Those seeking rebate for the purchase of security lighting systems must also attest that lighting purchased is:

  • located on the exterior of the building;
  • is weatherproof and outdoor rated;
  • and is equipped with motion sensor technology.

Vehicle GPS Tracking
Device Criteria

Those seeking rebate to purchase vehicle GPS tracking devices must attest that their vehicle is:

  • used solely for personal use or for work as an independent contractor working in the sharing economy, including but not limited to rideshare or delivery services.


Optional Camera Registration with CPD

Applicants who are interested in aiding the Chicago Police Department (CPD) during criminal investigations have the option to register their camera system at chicagopolice.org/cameraregistration.

Registration of the camera system location with CPD is NOT required to obtain devices through the City's Home and Business Protection Program.

For residents who decide to register their cameras, CPD will not have direct access to the camera system and cannot access camera footage without consent. By registering, residents simply allow CPD to request camera footage in the event of a crime. Residents reserve the right to refuse access to camera footage at all times.



Frequently Asked Questions

  • Proof of city of Chicago address (Note: State ID is not required to prove Chicago residence. See other options available to establish proof that you live in Chicago.)
  • Proof of purchase for the security device that includes a date of purchase on or after 6/6/2022, description of the number and cost of device purchased, and demonstrates payment made.
  • Proof that your cameras can store and retain at least seventy two (72) hours of video footage (Note: several systems—including but not limited to Arlo, Maximus, Nest, Ring, Blink and Simplisafe—require the separate purchase of cloud-based storage to meet this requirement. This is not an exhaustive list of all brands and does not constitute an endorsement or recommendation of a specific product. Please double check to see if your system requires additional storage before submitting an application.)
  • Proof of installation, including photos of the installed devices. If installation was carried out by a business with a valid Basic Business License that is engaged in the installation of security devices, they can provide written documentation.

The City of Chicago requires tenants to obtain permission from property owners before carrying out the installation of cameras and/or light fixtures. Applicants must sign an attestation verifying that they have received permission from the property owner to proceed with rebate program. Condo associations and property managers are also eligible for the program.

Yes, the City’s Home and Business Protect Program is open to anyone who lives in Chicago, regardless of immigration status. Examples of proof that you live in Chicago (must show your name and address) include:

  • Driver’s license
  • Illinois ID card or REAL ID card (from the DMV)
  • Library card
  • Postmarked letter
  • Utility bill
  • Vehicle registration
  • Vehicle insurance
  • Voter registration confirmation
  • Rent receipt or lease or letter from landlord
  • School or employment document
  • Court document
  • City Key Card
  • Tax, bank, or insurance document
  • Post Office change of address confirmation
  • Letter or document from a Faith-based organization, shelter, non-profit institution with the name/address of issuing organization
  • Membership card – Union, YMCA, store club card, fitness center, community or neighborhood association, apartment building association
  • Consular ID (Matricula Consular)
  • Any employment document from the other sectors (Food and Agriculture, Education and Childcare, Emergency Responder) IF these contain name and home address

Yes. If your condo association, business, or organization is located in Chicago, you are eligible for reimbursement. Each building located at a different address is eligible for reimbursement. The application for businesses and other organizations is the same as the application for individuals.

At this time, you can only submit one rebate application per type of device (e.g., cameras, lights, GPS tracker).

No, the application can only be completed online.

The application is accessible via mobile devices. The Chicago Public Library offers computer and Internet access if you wish to submit your application there.

No, installation costs of cameras, lighting systems, and vehicle GPS tracking devices are not eligible for reimbursement. We are working on options to support device installation for those with disabilities and senior citizens. More information to come on that in the coming weeks.

Accessories such as solar panels, additional batteries, memory cards, cables, mounting kits, etc. are NOT reimbursable under this program. Only outdoor security cameras, outdoor lighting, GPS tracking devices and related subscription costs are eligible for reimbursement. 

No, private security resources purchased prior to the launch of the Home and Business Protection Rebate Program on June 6, 2022, are not be eligible for reimbursement. However, you can still register the location of your cameras with the Chicago Police Department at chicagopolice.org/cameraregistration and aid in criminal investigations.

All applicants who successfully complete their application will be reimbursed within 90 days after application approval.

Yes, the security cameras have to meet the following requirements: Must be weatherproof and outdoor rated; operate in high definition; include night vision capabilities; and have the ability to store footage for a minimum of 72 hours either locally or in a cloud based storage system.

It must be installed at the address listed in the rebate application. Cameras and lights are required to be outdoors as indicated in the requirements section; no requirements for vehicular GPS trackers.

No, these types of devices would only qualify for a camera rebate, for a maximum of $225. The security camera would still have to meet the following requirements: Must be weatherproof and outdoor rated; operate in high definition; include night vision capabilities; and have the ability to store footage for a minimum of 72 hours either locally or in a cloud based storage system.

The City is working on options to support device installation for those with disabilities and senior citizens. More information to come on that in the coming weeks. 

Camera bundles are eligible for reimbursement with proof of installation for each device. The maximum amount for rebate of outdoor security cameras and sales tax is $450, and $200 for outdoor security lights. 

No, CPD will not have access to any of the devices that you obtain through the City’s Home and Business Protection Program.

No, registering the camera system with the Chicago Police Department is optional. However, we encourage sharing the location of security cameras to assist in criminal investigations by visiting chicagopolice.org/cameraregistration.

The contact information you provide may be accessed by the Chicago Police Department when investigating a crime in the vicinity of where your camera system is located. Chicago Police Department Detectives may contact you to request a copy of any video captured by your camera system. The camera system is your property, and you have the right to refuse any requests. By law, your information cannot be shared publicly.

  • CPD will not have direct access to your camera system.
  • CPD cannot access camera footage without your consent.
  • There is no requirement to provide footage to CPD at any time.

The Home and Business Protection Program was set to run through December 31, 2024, or until funds are depleted, whichever comes first. 

The HBPP rebate application closed on Sunday, April 2 at 11:00 pm CSTIf additional funds are identified, the application will be reopened.  

All pending rebate applications submitted on and prior to April 2 will be processed and eligible applicants will receive reimbursement. 

Signing up for the City's Home and Business Protection program holds a number of benefits, including:

  • obtaining security devices at no cost to protect your property
  • deterring crime by increasing visibility and presence of vigilant residents
  • helping identify the location of your vehicle if it's stolen
  • helping identify suspects when there are no witnesses.

The City of Chicago launched an income-based application to ensure that cost is not a barrier to obtaining security devices. Through the HBPP Income-Based Application, eligible Chicagoans applied for private security devices based on income.
