Technology is a key enabler for the ongoing resiliency and vibrancy of our city.

Through economic downturns, geopolitical events, or a worldwide pandemic, technology helps Chicago adapt and sustain essential city services. In times of economic prosperity, technology also helps Chicago expand business and services and fuels countless innovations. While the pandemic forced digital advancement at a pace previously unimaginable, it also exacerbated the conditions of many Chicagoans who are still on the path of recovering their livelihoods and lost learning opportunities.

Our goal is to further improve our capabilities to adapt to changing environments and emerge from crises and opportunities as a stronger and more resilient city.

Adaptability requires that the city have a culture and ways of working that encourage change and a growth mindset. Formalizing and maturing a citywide change management capability and promoting agile methods for IT delivery will improve our ability to adapt and respond to rapidly changing conditions. Maturing analytics capabilities will enable us to design more proactive services that could pre-emptively address issues before they occur.

Improving resiliency requires adapting processes to facilitate a timely response but still deliver productive results. Changed processes should be intentional and strive for operational efficiency and constituent satisfaction. Our goal is to increase investment and training in performance measurement, business process re-engineering, and other process improvement disciplines to equip city staff to enact change with an eye on improving operations, productivity, and the best outcomes for all stakeholders.

Our goal is to expand partnerships with regional governments, business leaders, and the public  to fuel  positive change for all Chicagoans. Working together, we can use data and technology to make everyday life easier and better for the people who live, work, and visit our city. We can put valuable information in people’s hands and enable “one-click” services through enhanced mobile apps; use connected technologies to support residents’ safety and boost response time; leverage intelligent signaling and smart traffic tools to reduce congestion; improve situational awareness to proactively address public health issues; increase learning and employment opportunities through broadband expansion and realize many other benefits. Through impactful policies and public-private efforts, technology can enable enduring quality of life advancements that would benefit Chicagoans for future generations.
