Civilian Office of Police Accountability

Mission

As the agency tasked with oversight of the Chicago Police Department, the mission of the Civilian Office of Police Accountability is to:

  • Provide a just and efficient means to fairly and timely conduct into allegations of police misconduct
  • Identify and address patterns of police misconduct; and
  • To make policy recommendations to improve the Chicago Police Department and reduce incidents of police misconduct.

The majority of COPA staff members are professionals engaged directly in the investigative process. The Investigations Section of COPA is led by the First Deputy Chief Administrator and is comprised of Deputy Chief Investigators, Supervising Investigators, Major Case Specialists and Investigators. In addition, the Investigations Section includes a Quality Management function that supports the agency’s mission of delivering quality investigations in a timely manner.
