Public Safety Reform
The Public Safety Reform Division (PSRD) directs the City of Chicago’s legal strategy and response to the Consent Decree, a formal agreement ensuring that the City of Chicago and the Chicago Police Department engage in constitutional, effective policing that protects both residents and officers while rebuilding community trust. PSRD represents the City in legal proceedings related to the decree and acts as the central legal and strategic hub for all participating departments. It evaluates policies, training materials, and compliance records to ensure alignment with decree standards. In addition to providing legal guidance, PSRD works closely with the independent monitor, prepares City officials for court appearances, and collaborates across departments to assess how internal policy changes or litigation may impact compliance efforts.
