Janice Oda-Gray | Chief Administrative Officer
Janice became the Chief Administrative Officer of COFA in 2024 after serving as a Legislative Budget Analyst since 2021. Janice was previously the Fiscal Administrator with the Office of Emergency Communication (OEMC) / Public Safety Administration, Director of Financial Control at Cook County Hospital, and in finance roles at Exelon Nuclear, General Electric, and AT&T. Janice is completing her Doctor of Public Policy Administration from National University. She received her Master of Business Administration from Dominican University and Bachelor of Science in Economics from Chicago State University.

Daniel Fristrom | Deputy Director
Daniel is currently the Deputy Director of COFA, after serving as a Legislative Budget Analyst since 2022. Prior to joining COFA, Daniel was a Legislative Aide to the City Council's Committees on Budget and Government Operations and Contracting Oversight. Daniel has also worked as a Senior Policy and Budget Analyst in the Office of the Illinois Senate President. Daniel earned his Master's of Public Policy and Public Administration from Northwestern University and his undergraduate degree from Western Illinois University. |

Kathryn O'Toole | Legislative Budget Analyst
Kathryn joined COFA as a Legislative Budget Analyst in 2025. Previously, she was a Senior Policy and Research Analyst with the Data Foundation, working to advance the use of open data to improve evidence-informed policymaking. Kathryn has a Master's in Public Policy from the Trachtenberg School of Public Policy and Public Administration at The George Washington University and a Bachelor's degree from Appalachian State University.

Chloe Yuting Meng | Legislative Budget Analyst
Chloe joined COFA as a Legislative Budget Analyst in 2025. She holds a Master of Public Policy from the University of Chicago's Harris School of Public Policy, with sepcializations in data analytics and finance policy. She also earned a Bachelor of Science degree from Wake Forest University, where she completed a double major in Statistcis and Economics.
