The Foster/California TIF is characterized by densely built and aging residential, public, and semi-public property on the western edge of the Lincoln Square community. The 24-acre district includes the majority of the Swedish Covenant Hospital campus at Foster and California avenues. The district was established to promote the physical and functional enhancement of the Swedish Covenant Hospital campus and to ensure the provision of high quality and comprehensive medical care to a diverse population. Other priorities encourage the maintenance and improvement of residential properties along Foster, infrastructure improvements, and job training.
