Mayor Brandon Johnson Launches Impact Dashboard Showing Chicago’s Road to Recovery Plan Performance
Data Shows How American Rescue Plan Act (ARPA) Funding is Promoting Equitable Recovery Across the City from the COVID-19 Pandemic
CHICAGO — Today, Mayor Brandon Johnson and the Office of Budget and Management (OBM) launched an impact dashboard for the City of Chicago ARPA Information Hub, the transparency website for the City’s Road to Recovery ARPA Plan. The user-friendly dashboard features an interactive heat map illustrating targeted program impact, an extensive set of program metrics and demographic indicators that provide meaningful insight into Chicago’s communities.
The ARPA Impact Dashboard highlights measurable outcomes from several high-impact programs made possible through the City’s Road to Recovery Plan. A few key results show ARPA funding has supported:
- Over 45,000 residents receiving critical mental health services through the Mental Health Equity Initiative;
- 12,646 youth gaining valuable work experience through summer employment programs;
- 6,729 families with newborns benefitting from in-home nurse visits through the Family Connects Program, supporting maternal and infant health;
- 1,884 households securing stable housing through the Rapid Rehousing Program;
- 5,335 local artists receiving financial support through the Artist Relief & Works Fund.

“This dashboard tells the story of how public dollars are being used to meet public needs—boldly and transparently,” Mayor Brandon Johnson said. “It reflects the values of my administration: investing in the people and neighborhoods too often left behind and showing residents that government can be both responsive and responsible. We are utilizing these federal funds to make Chicago the safest and most affordable big city in America.”
This dashboard builds on the existing features of the City’s ARPA Information Hub—first launched in October 2024—which includes interactive financial dashboards and detailed information on all 50 community programs. The addition of the impact data further underscores the transformative reach and impact of the Road to Recovery Plan in neighborhoods across Chicago.
In July 2024, Mayor Johnson released the 2024 Road to Recovery Plan Performance Report outlining the strategic and transformative use of $1.887 billion in ARPA funds to uplift Chicago’s most vulnerable communities and advance recovery. The detailed document highlighted the progress achieved during the first full year of the Johnson administration’s oversight.
Now, as we mark the two-year anniversary of the Johnson administration, this milestone underscores a new era of transparency and accountability—giving direct, public access to the impact of ARPA investments made under Mayor Johnson’s leadership. For the first time, Chicagoans can explore detailed information on ARPA spending and track both the financial progress and measurable outcomes of ARPA-funded programs in their communities. Since launch, the website has been updated quarterly and reported that the City reached 100% obligation by December 31, 2024, in accordance with grant requirements.
“We designed this dashboard to be transparent, accessible, and useful—not just for tracking programmatic progress, but for building trust in the investments made with public funds,” Budget Director Annette Guzman said. “It’s a powerful tool that allows residents to see first-hand the results that the Road to Recovery Plan has had on their communities.”
Key features of the ARPA Impact Dashboard include:
- Ability to filter information by policy pillar and program.
- Ability to filter information geographically by community, ward and zip code.
- A “Total Served” indicator that indicates the total number of people served in total or by policy pillar, program or geographic area.
- An interactive heat map that shows the number of people served as well as the location of place-based investments.
The City of Chicago ARPA Information Hub impact dashboard will also be updated quarterly with the latest impact data. All underlying source data, including financial data, is also updated quarterly and made publicly available through the City’s Open Data Portal.
