Chicagoland Regional Resource Management System Initiative
The Chicago Office of Emergency Management and Communications (OEMC) received a FEMA Regional Catastrophic Preparedness Grant (RCPGP) in 2021 to boost regional disaster readiness through improved collaboration.
With support from FEMA and in partnership with SalamanderLive, a powerful inventory, personnel, and credential management system is available through August 2029 to public-sector and healthcare partners across 14 counties in Illinois, Wisconsin, and Indiana. Eligible agencies include municipal, township, and county governments, as well as police, fire, public works, transportation, and more.
The Salamander platform offers real-time visibility into your agency’s assets and those of your neighboring partners to strengthen coordination during planned events or emergencies. It supports NIMS-compliant resource tracking, personnel rostering, credential management, and field accountability.
Participation is fully customizable. Agencies control what data to enter, track, and share. This tool enhances, not replaces, existing resource request processes by improving transparency and readiness across the region.

Track a wide variety of assets. Gain up-to-date visibility of asset lists and deployable resources, enabling faster response and smarter coordination across all departments and disciplines.
• Barcode & QR Code Scanning
Use mobile devices to check equipment in/out, assign assets to incidents, and verify responder credentials. Scan personnel IDs to confirm certifications before deployment. All done via a user-friendly phone application.
• Personnel Training & Credential Tracking
Maintain responder and volunteer profiles with licenses, certifications, and role-specific training including ICS, NIMS, HazMat, CDL, forklift operation, drone piloting, water system safety, emergency vehicle operation, and volunteer credentialing. Automatically flag expirations, identify training gaps, and ensure everyone is ready to deploy with the right qualifications.
• Automated Maintenance & Compliance Alerts
Receive email or in-system reminders for scheduled inspections, equipment service, expiration dates, and regulatory checks. Stay on top of both assets and personnel readiness.
