Emergency Contracts

Pursuant to the Chicago Municipal Code and the Illinois Municipal Purchasing Act, Chapter 65, Section 5/8-10 et.seq. of the Illinois Compiled Statutes, Emergency contract authorizations may be granted by the Chief Procurement Officer for emergencies, in an amount not in excess of $1,000,000 without advertising or competitive bidding.

An “emergency” poses a clear and imminent danger, requiring immediate procurement of services, supplies or equipment  to prevent or mitigate the loss or impairment of life, health, property or essential public services and would not have been avoided by due care and diligence.  An “emergency” is deemed to exist in the following situations:  1) a public calamity that requires the immediate appropriation of goods or services to relieve the necessity of the municipality’s residents or to preserve the property of the municipality; 2) it is necessary to preserve or protect the public health or safety of the municipality’s residents; or 3) because of unforeseen damages to public machinery, equipment or other property.
