Department Of Family And Support Services, Chicago Early Learning (CEL) Community Based Programs Request For Proposal (RFP) #2

The City of Chicago’s Department of Family and Support Services, Children Services Division is releasing a second RFP for the Chicago Early Learning (CEL) Program.  A preliminary, high-level analysis of the proposals (for the funding streams, program models and community areas) requested through the initial RFP #6785 released on April 2, 2019 (the “first RFP”), demonstrated that there may be service gaps. The second RFP will allow DFSS to quickly fill any service gaps through the second set of proposals if not enough slots are covered under contracts awarded through the first RFP.

As before, The City of Chicago, Department of Family and Support Services has the goal to enhance and expand highly effective services to vulnerable families with children, ages birth to five.  Chicago Early Learning (CEL) community-based programs provide early learning experiences that support children’s development based on their individual trajectory across four developmental domains – social-emotional, physical, language and cognitive – with the goal of supporting their success in school and in life. To accomplish this, DFSS is seeking interested and qualified childcare providers to apply to provide childcare services via one or more of the following stated program models: Early Head Start, Head Start, Preschool for All/Prevention Initiative and Child Care Partnership.

A note about the City’s new eProcurement System:

Registration in iSupplier is the first step to ensuring your agency’s ability to conduct business with the City of Chicago and DFSS. Please allow five to seven days for your registration to be processed.

The Department of Procurement Services (DPS) manages the iSupplier registration process. All delegate agencies are required to register in the iSupplier portal at www.chicago.gov/eProcurement. All vendors must have a Federal Employer Identification Number (FEIN) and an IRS W9 for registration and confirmation of vendor business information.

New Vendors – Must register at www.chicago.gov/eProcurement

Existing Vendors – Must request an iSupplier invitation via email.  Include your Complete Company Name and City of Chicago Vendor/Supplier Number (found on the front page of your contract) in your email to eprocsupport@cityofchicago.org .You will then receive a response from DPS so you can complete the registration process.

RFP DUE DATE/SUBMISSION LOCATION:

July 15, 2019

12:00, NOON CST

Proposals must be submitted via on-line application.

E-mailed or faxed proposals will not be accepted.

 

PRE-SUBMITTAL CONFERENCE:

A Pre-Proposal Webinar will be held on June 27, 2019 from 11:00 a.m. – 1:00 p.m.

RFP DUE DATE/SUBMISSION LOCATION:

Please register prior to the Webinar’s start using the link found in the RFP and above.  A link to the completed Webinar will be available on-line after the time and date listed above for those who cannot attend at the live scheduled time.

The purpose of the pre-submittal event is to clarify the RFP process and the scope of the required services. Attendance is not mandatory, but it is strongly suggested that interested applicants attend.
