[Emergency Financial Assistance for Survivors of Gender-Based Violence/ Human Trafficking]
The Department of Family and Support Services (DFSS) Division on Gender-Based Violence (DGBV) seeks applications from an organization to provide Emergency Financial Assistance in the form of cash assistance to survivors of gender-based violence (GBV) and/or human trafficking (HT) in Chicago. The ideal Respondent (“Program Administrator”) will have demonstrated experience and the resources needed to manage the end-to-end participant experience while implementing the following overall components: community outreach and education, application verification and selection, and payment distribution and management.
The term of contract executed under this RFP will be from January 1, 2026 through December 31, 2028. DFSS may extend this term up to two times, with each extension not to exceed one year. Continued support will be dependent upon the selected Respondent’s performance and the continued availability of funding. DFSS anticipates one award up to $1 million for each year of the award term. This program requires $850,000 of payments to be provided to 850 survivors. Due to this requirement and funding level, the remaining $150,000 can be used for either indirect costs or direct administrative costs. Any additional funding received will follow the same programmatic requirements of 85% will need to be used on client support and 15% for either indirect or direct administrative costs.
