Overview of Department:
Working with community partners, the Department of Family and Support Services (DFSS) connects Chicago residents and families to resources that build stability, support their well-being, and empower them to thrive. DFSS is dedicated to supporting a continuum of coordinated services to enhance the lives of Chicago residents, particularly those most in need, from birth through the senior years. The department works to promote the independence and well-being of individuals, support families and strengthen neighborhoods by providing both direct assistance and administering resources to a network of community-based organizations, social service providers and institutions.
Position Description:
The Deputy Commissioner of Finance is responsible for the oversight and management of the Department of Family and Support Services budget of approximately $400 million dollars. The Deputy Commissioner, under the direction of the Managing Deputy Commissioner over Administration, directs and manages the Finance Division that includes approximately 40 staff.
Responsibilities will include planning and directing the work of professional and para-professional staff engaged in managing, analyzing, and reporting the department’s financial matters; preparing the department’s annual budget request; developing and implementing of policies and procedures to ensure sound fiscal management and operational efficiency; directing the costing of proposed or expanded programs, approving program and operational budgets and amendments for appropriateness of funding; monitoring expenditures of grant funds ensuring spending practices are in compliance; working closely with program divisions to understand fiscal needs and provide assistance with cost/benefit analysis; supervising the compilation of complex financial reports; acting as the departmental liaison on financial related issues with the Office of Budget and Management, City Comptroller’s Office, and other government and delegate agencies; coordinating both staff training and development, as well as subcontractor fiscal training; issuing evaluations on subordinate staff; meeting with department managers, vendors and grantees to provide guidance on fiscal issues and budgets.
Qualifications:
Graduation from an accredited college or university with a bachelor’s degree in Finance, Business Administration, Public Administration or related field; supplemented by 5 years of managerial experience including both fiscal management and staff management. Master’s degree preferred. Fiscal grant experience preferred.
Knowledge and Abilities:
- Line-item budgeting
- Municipal accounting methods and generally accepted accounting principles
- Municipal budgeting, billing, and collection practices
- Federal, state and private/foundation based grant fiscal administration including knowledge of the federal uniform guidance on grant awards
- Computerized accounting systems and financial control procedures
- Understanding of cost analysis, cost allocation principles, and forecasting principles
- Performance management implementation
- Creating and analyzing financial reports

Residency Requirement:
