Senior Services: Congregate Dining Restaurant Program
The Department of Family and Support Services (DFSS), Senior Services is piloting a new model, the Restaurant Dining Program, which is an extension of the longstanding, federally funded Congregate Dining Program. As a city comprised of diverse communities with specific nutritional needs and preferences, DFSS envisions the Restaurant Dining Program assisting Chicago seniors to enjoy meals that meet their own cultural preferences, as well as the potential to experience food from other cultures, when possible. Additionally, the Restaurant Dining Program model seeks to provide greater flexibility and choice to older adult participants by facilitating restaurant and meal choice, culturally appropriate diets, and dining timeframe selection citywide.
To this end, DFSS is seeking proposals from qualified agencies to implement and administer a restaurant dining program in the city of Chicago to provide high quality, nutritious dine-in meals to older adults. The Restaurant Dining Program will serve older adults ages 60 years of age and older across the City. The RFP outlines the program requirements including the preparation and service provision of nutritious and balanced meals to eligible program participants. The selected provider agency will aid in the selection and participation of a variety of restaurants located in Chicago for diverse meal provision, including culturally appropriate meals citywide. DFSS will award one (1) provider agency contract. The selected provider agency will use DFSS allocated funds to reimburse participating restaurants for the provision of meals and service administration as specified in the RFP.
The Restaurant Dining Program provider will recruit restaurants citywide for this program with a special focus on neighborhoods with high concentrations of low income and minority older adults on the South and West sides of the city. These community areas include: Armour Square, Auburn Gresham, Austin, Brighton Park, Burnside, Chatham, Chicago Lawn, Douglas, East Garfield Park, East Side, Englewood, Fuller Park, Gage Park, Grand Boulevard, Greater Grand Crossing, Humboldt Park, Lakeview, Lincoln Park, Logan Square, Lower West Side, Near North, Near South Side, Near West Side, New City, North Lawndale, Oakland, Riverdale, Rogers Park, Roseland, South Chicago, South Deering, South Lawndale, South Shore, Uptown, Washington Park, West Englewood, West Garfield Park, West Pullman, West Ridge, West Town, Woodlawn,
The term of contract(s) executed under this RFP will be from July 1, 2023 – September 30, 2024. DFSS anticipates awarding approximately $2.1 million. DFSS will fund one agency for a fifteen-month contract with up to a two-year renewal option pending available funding with a possible extension of funding term.
