Department Of Family And Support Services, Chicago Early Learning (CEL) Community Based Programs Request For Proposal (RFP)

April 2, 2019

All children need high-quality early learning experiences to develop and thrive. The City of Chicago, Department of Family and Support Services (DFSS) has the goal to enhance and expand highly effective services to vulnerable families with children, ages birth to five. Chicago Early Learning (CEL) community-based programs provide early learning experiences that support children’s development based on their individual trajectory across four developmental domains – social-emotional, physical, language and cognitive – with the goal of supporting their success in school and in life.

The skills children gain before kindergarten can greatly affect their ability to succeed in school. Chicago is interested in providing resources to support young children, setting them on a path towards success in school and life. Our goal in Chicago is to build a system that allows us to work together toward a clearly articulated goal of having more of our children enter kindergarten ready to succeed. Building upon our successful track record and leveraging the strengths of our Early Head Start, Head Start, Preschool for All/Prevention Initiative and Child Care Partnership traditions to ensure that children have the tools to help them develop. To accomplish this, DFSS is seeking interested and qualified childcare providers to apply to provide childcare services via one or more of the above stated program models.
