DESCRIPTION: Department of Family and Support Services (DFSS),
[Community Reentry Support Center RFP ]
The Department of Family and Support Services (DFSS) seeks organizations with a proven track record of delivering holistic, workforce-aligned services to individuals reintegrating into society after incarceration. This RFP will support a total of four geographically based CRSCs aligned with areas of high reentry need. The selected respondent within each zone will provide a central location where returning residents can access up-to-date information about local reentry resources. System-impacted individuals and returning residents with probation or parole mandates may receive additional reentry navigation support tailored to their unique needs.
The term of contract(s) executed under this RFP will be from January 1, 2026 – December 31, 2028. Based on need, availability of funds and contractor performance, DFSS may extend this term up to two times, with each extension not to exceed one year. Continued support will be dependent upon the selected Respondent’s performance and the continued availability of funding. We anticipate that each award will be $375,000 annually from January 1, 2026 – December 31, 2028 (total award of $1.125 million). DFSS anticipates funding no more than 4 agencies. This contract will operate on a reimbursement basis only. No advances will be given.
This initiative is administered by DFSS through City of Chicago Corporate Cannabis Regulation Tax funds. Consequently, all guidelines and requirements of DFSS and the City of Chicago must be met. Additionally, all delegate agencies must comply with the Single Audit Act if applicable.
