Hearts United Request for Qualification
The U.S. Department of Housing and Urban Development (HUD) has initiated foreclosure proceeding against the current owner of two developments. These developments with 223 total units are in Bronzeville. A list of property addresses and units that are included in the developments are attached as Appendix A to this RFQ.
Should the foreclosure be completed, and in the event HUD is the highest bidder at the foreclosure proceeding the City of Chicago plans to work with HUD on a Unit of Local Government (ULG) proceedings to acquire the property. This action will be contingent upon approval by the Chicago City Council.
The City of Chicago seeks to determine the level of interest among developers in acquiring and rehabilitating and owning these specific developments. This Request for Qualification is being used by the City of Chicago to identify qualified developers with interest in acquiring, rehabilitating and owning and managing buildings that are included within two rental housing developments.
Hearts United Phase I (The Langston) and Phase II (The Quincy) are two developments of scattered site rental housing in Bronzeville Neighborhood. There is a total of 31 buildings across the two developments. The buildings range in size from 3 units up to 26 units. Hearts United Phase I & II contain Public Housing Units that will remain in the properties as part of the disposition, breakdown in Appendix B.

Evaluation Criteria
Applicant must demonstrate:
- At least 2 years of experience in the development and operation of project(s) of similar size with affordability requirements and annual reporting requirements to DOH
- Experience structuring a residential rehabilitation project of similar size. Experience and past performance in operating and managing affordable rental housing of similar scale.
- Experience and past performance of rehabilitation or new construction properties.
- Experience and past performance of contractors in past City, State, and/or Federal involved projects.
- Experience and past performance in past City, State and/or Federal funded or assisted projects.
- Past performance with HUD or City of Chicago projects.
- Completeness and responsiveness of the submission.
- Demonstrated financial resources and plan to acquire and rehabilitate properties included in the submission.
- Demonstrated resources and plan to own and manage properties included in the submission.
- Substantial compliance with State or local government housing statues, regulations, ordinances and codes with regard to other owned or previous owned properties.
Property Manager must demonstrate:
- At least 2 years experience managing properties with affordability requirements and reporting to the Department of Housing.
- At least 2 years in leasing-up and stabilization, involving tenant income certifications and ongoing reporting of experience managing properties with project-based housing vouchers.
- Additionally, property managers must employ staff with appropriate training and who hold minimum Required Property Management Staff Credentials based on project type.
General contractor on the project must have:
- Experience with similar projects (similar construction type, level of rehab and contract size.
- A valid City of Chicago general contractor license for the scale of the project.
- A project manager employed by the general contractor entity with at least five years of experience with multifamily residential construction or rehabilitation experience.

Any files in excess of 15MB should be sent via download link, with necessary access permission granted. It is the respondent’s responsibility to ensure that their qualification statements are received by 11:59PM Central Time, October 10, 2025.
