Program Overview

The Emergency Heating Repair Program (EHRP) provides qualified homeowners with a one-time grant to repair or replace their furnaces or boiler heating systems. The program is administered by the Department of Housing (DOH). Applications are accepted on a first-come, first-served basis. The grants are available to owner-occupants of one-to-four unit residential buildings. A site inspection will be performed by a DOH rehab construction specialist to determine the heating system's condition after a completed application is processed and approved.

How to Apply

No new applications will be accepted until Nov. 1, 2022, when the program reopens. Homeowners can call DOH's customer service line at 312.744.3653 for further assistance.


Eligible properties must be located in Chicago, habitable, owner-occupied, and not at risk of foreclosure. The applicant's name must be listed on the deed to the property for a minimum of one year at the time of application. All applicants must be income qualified. Households earning 80% or less of the area median income (AMI) are eligible to participate in the program. The total gross income of all owners and other household members shall be included and many not exceed this limit. The gross income of all adults, 18 and older, who reside in the property, are included to determine income eligibility.

All utilities must be current and in working order. If the owner sells, transfers title, or no longer occupies the property within one year of receiving the service, the owner will be required to repay a prorated portion of the grant.
