Taxi Inspection Pilot Program

In an ongoing effort to decrease burdens on taxicab medallion license holders without sacrificing public safety, the City of Chicago is rolling out a new pilot program for taxicab vehicle inspections.


Effective September 1, 2017, Business Affairs and Consumer Protection (BACP) will allow taxicab medallion licensees the opportunity to voluntarily participate in having the 2nd period mechanical vehicle inspections conducted by a City of Chicago licensed motor vehicle repair (MVR) shop and taxi-equipment specific inspections conducted by BACP. This program was created in response to industry requests to help reduce wait times at the BACP Public Vehicle Inspections Facility. This program will give licensees more control in the management of their business; provide an opportunity to choose a licensed mechanic that is closer in proximity; offer greater flexibility to schedule the required mechanical inspections; and reduce operational burdens.


In addition to being responsive to the industry, this pilot program will help BACP identify ways to further improve services and operational structure for licensees.

More about the Pilot Program Taxicab Vehicle Inspection Process:

  • Participation in this pilot program is voluntary.
  • Currently, only taxicabs with model years 2015, 2014, and 2013 may participate in the program.
  • MVR shops owned or managed by individuals in the taxicab industry are not eligible to participate in the program. This means that if you own or manage a taxicab and own an MVR shop, your shop cannot perform inspections for taxicabs participating in the program.
  • The 2nd period mechanical vehicle inspection must be performed by a City of Chicago licensed MVR shop 30 days prior to the scheduled 2nd period inspection to be conducted by BACP at the BACP Public Vehicle Inspection Facility.
  • On the date and time of the presently required 2nd period inspection appointment at the BACP Public Vehicle Inspection Facility, the participating taxicab medallion license holder must present a legible, original, completed, and signed Vehicle Inspection Form.
  • On the date and time of the scheduled 2nd period inspection appointment at the BACP Public Vehicle Inspection Facility, the participating vehicle must undergo a taxi-equipment specific inspection. No mechanical inspection will be conducted. However, BACP will be conducting random full vehicle inspections to ensure the integrity of the pilot program. If your vehicle is chosen for this audit, the vehicle will undergo a full inspection on the day of the scheduled 2nd period inspection that will cover both the mechanical and taxi-equipment specific inspections.
  • BACP Public Vehicle Inspection Facility staff will only accept a Vehicle Inspection Form if it is fully completed, dated, and signed. The inspected vehicle must receive a passing mark to satisfy the 2nd period mechanical inspection requirement. Vehicles that fail the mechanical inspection must submit to a full vehicle inspection at the BACP Public Vehicle Inspection Facility.
