Chicago Rebuild 2.0
REQUEST FOR PROPOSALS
The Department of Housing is seeking one or more CDFI’s to administer the Chicago Rebuild 2.0 program. The program provides grants to developers to acquire vacant/abandoned properties for rehab and sale to owner-occupants. Grants are also available to ‘right-size’ the sales price to ensure developers realize a reasonable profit. The focus of Chicago Rebuild 2.0 is maintain properties located in neighborhoods that have experienced disinvestment.

Evaluation Criteria
Proposals will be evaluated and selected based on the applicant’s organizational capacity and values, program design implementation, budget justification and capacity, and experience, including the following criteria:
- Certified Community Development Financial Institution (CDFI)
- Located in and operating in City of Chicago
- Capacity to provide rehab financing to developers
- Capacity to monitor, ensure, and report compliance with State of Illinois Prevailing Wage requirements
